RE: Accountability, openness, transparency and sophistry

The Deputy Monitoring Officer has been out of the office for a few days due to elections work and a course, and in order to avoid delays I have sought on his behalf some clarification from the parish clerk on the background to the parish council setting up the working parties and I will pass on her response to the Deputy Monitoring Officer.
 
With regard to the membership of the Assessment Sub-Committee I was planning to answer that later this week and comment on certain matters you mentioned in your letter of 29th May.  The Sub-committee will consist of one District Councillor, one parish councillor and a local member of the public drawn from the membership of the Standards Committee depending on their availability and provided they are not conflicted out. The Deputy Monitoring Officer and a Member Services Officer will consider the membership shortly and I will ask that you are informed of their names.

Hi Mike

And thank you for your email of June 4th.

I have a number of immediate concerns:
  1. You said that this matter would be handed over to the Deputy Monitoring Officer (for the reasons you gave) and I am now not clear about what is going on since this does not seem to have happened.
  2. Following the concerns that you raised about your involvement, I asked for a list of members of the Assessment Sub-Committee and the Standards Committee, which I have not had. Can you let me know what is happening on this too please?
  3. In relation to what you said about contacting the Parish Clerk, I should be clear that I am no longer able to place any confidence in the impartiality and neutrality of her position in relation to anything concerning me. You cannot but be aware that there is a serious row going on down here, in which the Clerk, willy nilly, is now embroiled (see list of links below).
It is my view that if a Council has acted with such manifest calculation to use its records to defame one of its Members then it has brought itself into public disrepute. In these circumstances, as the object of this defamation, I believe I am fully entitled to defend my position and name in any way I choose, and am discharged from any obligation to work within the prevailing and consensual culture of the Council qua body social (as distinct from body political).
